I understand that came under a fair bit of flack for their efforts, but how could they not have acted?

By "acting", were they thinking of what was in the best interest of the dolphins or were they hoping to make themselves feel better? The circumstances roused a lot of emotion in people. Mr. Ledwell's view was based on knowledge and hands-on experience. Anyone who criticizes him does not know his background and accomplishments.
