I'm kind of glad to hear this news. The green bins in the parks in the off leash areas is a good move. I was babysitting a Chocolate lab for a month and had to deal with his bountiful fragrant gifts to nature. If I was near my house it went into my green box, but further from home I was really aware that sanitation workers have to deal with this on a huge scale, so I tried to find open garbage receptacles rather than the closed ones.

It should also be noted that on the off leash areas, when the dog people congregate, everyone cleans up after their dog (peer pressure).

Good idea taking home the dog Turd. Next step.. cat turds, horse turds. Then..extend the thought to candy bar wrappers, Tim Hortons cups, ..garbage in general..pretty soon global warming will just have been a bad memory.

Man, I hate seeing dog shite everywhere when I go for a walk. Really gets on my nerves.

Most certainly dog owners should carry their dogs poop home when out and about - there is nothing more annoying than stepping in it...as to cat shite, well, if you take care of your cat, it already is home. The cat and the poop. I have yet to see a person take his/her cat to walk in a public place and the cat take a crap on the sidewalk or grass in the park. But maybe cats are different here than in Texas. I used to watch people drive up to our Courthouse, let their dog out to poop, and call the dog back into the vehicle and take off - I got so I'd yell at them, "Hey, don't forget to remove the poop!" Some were sheepish, some got mad at me (Why? It wasn't pooping on a public lawn - go figure) and one person even yelled at me that he paid taxes so his dog could poop anywhere he decided it should poop. A new way to put your tax dollars to work!
