Cross-border tunnel shut down

Wow, this is something a little bit different. Rather than smuggle drugs past customs agents, these characters thought they might try going under. Interestingly enough, the border folks apparently monitored the construction, and let them finish up and start up the smuggling operation before moving in. That must have taken tremendous patience.
