Health-care ruling called 'stinging indictment'

Does this open the door to a two-tier healthcare system in Canada? I heard an interesting commentary on the radio on the way home from work today - I think it was on CFRB, but I'm not sure.... The suggestion was that, should there be a two-tier system - public healthcare with private clinics as an option for patients - that Members of Parliament be forced to use the public system....
