A Welsh View: Mountain 'Road'

Wow! This is one scary road. I remember driving from Alberta to Montana on the Going to the Sun Road over Logan pass and being nervous. This one is simply ridiculous. My question is, why was it built (ya, ya, I know, to get to the other side)....
